AbstractUnilateral power is an important source of policy change for contemporary presidents. In contrast with scholarship that examines the institutional constraints on presidents' exercise of unilateral authority, I consider presidents' unilateral behavior in a framework of political accountability. I argue that presidents have incentives to incorporate the public's policy priorities in their unilateral agendas. I examine this account using panel data on executive orders and public opinion across issue areas from 1954 to 2018. Across a variety of model specifications and estimation strategies, I find evidence that patterns of executive action reflect the public's policy priorities. Presidents issue greater numbers of unilateral directives on issues that gain public salience, particularly on issues that are more familiar to the public and when issuing more policy‐significant directives. These findings suggest that accountability mechanisms structure how presidents exercise unilateral power and have normative implications for considering presidential unilateralism in a separation‐of‐powers system.

How do electoral institutions affect legislative behavior? Though a large body of theoretical scholarship posits a negative relationship between multimember districting and the provision of particularistic goods, empirical scholarship has found little evidence in support of this expectation. Using data on the provision of US post offices from 1876 to 1896, a period during which many states elected congressional representatives from at‐large districts, and a differences‐in‐differences approach, I find that counties represented by at‐large representatives received approximately 8% fewer post offices. The results have important implications for studying how electoral institutions affect incentives for legislative behavior.

Research on presidential power focuses almost exclusively on the modern era, while earlier presidents are said to have held office while congressional dominance was at its peak. In this article, I argue that nineteenth-century presidents wielded greater influence than commonly recognized due to their position as head of the executive branch. Using an original dataset on the county-level distribution of U.S. post offices from 1876 to 1896, I find consistent evidence that counties represented by a president's copartisans in the U.S. House received substantially more post offices than other counties, and that these advantages were especially large under divided government and in electorally important states. These results are robust across model specifications and when examining the Senate. The findings challenge key components of the congressional dominance and modern presidency theses, and have important implications for scholarship on interbranch relations, bureaucratic politics, and American political development.

In 1950, members of the American Political Science Association's Committee on Political Parties argued that voters could exercise greater control over government if the two major political parties adopted clear and ideologically distinct policy platforms. In 2015, partisan polarization is a defining feature of American politics and extreme parties have maintained support elsewhere. This article investigates voter decision-making with ideologically divergent electoral choices and argues that ideological conflict reduces citizens' responsiveness to candidates' ideological locations by increasing the role of motivated reasoning in political decision-making. Results from two observational studies and a survey experiment support this account, and the findings are robust across a range of models. These results have important implications for accountability and democratic decision-making in an age of partisan polarization.

Though scholars have developed theoretically rich and empirically sophisticated accounts of presidential behavior within the modern era, it is less clear whether these insights shed light on presidents who served in earlier periods of history. In this paper, I sketch an outline of the incentive structures faced by late‐ nineteenth‐century presidents that focuses on their contributions to party building and use county‐level data from 1876 to 1896 to show that presidents' core partisan constituencies were disproportionate recipients of federal post offices. While presidential incentives may have differed across history, presidents appeared to be well positioned to act upon them.

Generations of democratic theorists argue that democratic systems should present citizens with clear and distinct electoral choices. Responsible party theorists further argued that political participation increases with greater ideological conflict between competing electoral options. Empirical evidence on this question, however, remains deeply ambiguous. This article introduces new joint estimates of citizen preferences and the campaign platforms chosen by pairs of candidates in U.S. House and Senate races. The results show that increasing levels of ideological conflict reduce voter turnout, and are robust across a wide range of empirical specifications. Furthermore, the findings provide no support for existing accounts that emphasize how ideology or partisanship explains the relationship between ideological conflict and turnout. Instead, I find that increasing levels of candidate divergence reduce turnout primarily among citizens with lower levels of political sophistication. These findings provide the strongest evidence to date for how mass political behavior is conditioned by electoral choice. Adapted from the source document.

AbstractAttempts by elected executives to consolidate power have generated alarm and raised concern about democratic backsliding. We study mass attitudes toward the institutional power of the office of the presidency and argue that individuals' democratic values shape views of executive power. Using data from 26 countries in the Americas and 37 countries in Africa, we find support for our perspective. While supporters of the incumbent president express more favorable views toward executive power, we also show that individuals who express stronger commitments to democracy are less supportive of institutional arrangements that favor the executive. Our results demonstrate that attitudes toward the institutions of government are not shaped only by partisanship and other ephemeral political factors, but also by citizens' core commitments to values over governance.
